HR software in the UAE covers employee records, leave, payroll links, hiring, performance and engagement. This guide explains the types, where a performance platform such as Teamflect fits next to your HR system, the UAE rules your system must support, AED prices where vendors publish them and how to choose by company size.

Most buyers are small or medium-sized: Ministry of Economy and Tourism figures reported by Gulf News put SMEs at about 95% of companies and over 85% of private-sector jobs.

Key Takeaways
  • Know Your Entity: Payroll and benefit settings depend on whether the employing entity follows the federal private-sector framework or a separate regime, which makes the entity the first thing to confirm.
  • Prove the Files: Run WPS files and gratuity calculations on real employee cases, because a compliance badge says nothing about whether wages were accepted on time or a leaver was paid correctly.
  • Keep Performance Separate: Treat performance workflows as a layer on top of the HR system, which should remain the single place where the employee record and reporting lines live.
  • Insist on a Written Quote: An AED quote only becomes useful when it states the billing period and implementation scope, and an undated figure gives you nothing to budget against.
  • Let Process Gaps Decide: Size bands are only a guide. A separate performance layer earns its place when goals are scattered or follow-up keeps slipping.

Types of HR Software for UAE Businesses

UAE businesses buy HR software in six types, and most start with core HR and payroll and add the others as headcount grows.

A suite may bundle several types, so the contract is what shows which modules you actually pay for. Our guide to the types of HRIS systems covers the core HR category in more depth.

Types of HR Software and What Each One Does

Type What it does Examples to evaluate
Core HR / HRMS Employee records and documents, plus leave and contract or identity-document dates ZenHR, Bayzat, EasyHR, Zoho People, greytHR
Payroll and WPS Salary calculations and applicable wage-payment files Bayzat, ZenHR, EasyHR, PeoplesHR
Time and attendance Timesheets and shifts, plus absence and attendance inputs EasyHR, ZenHR, factoHR, Adrenalin
Recruitment / ATS Vacancies and applications, plus interviews and hiring workflow Zoho Recruit, ZenHR (ZenATS), SAP SuccessFactors
Performance management Reviews and goals, plus one-on-ones and feedback Teamflect, Oracle Fusion Cloud HCM, SAP SuccessFactors
Employee engagement Surveys and recognition, plus listening and follow-up Teamflect, Bayzat, greytHR

If you are unsure about the terms, read our guide to HRIS, HRMS and HCM.

Where Performance and Engagement Software Fits Next to Your HR System

A UAE HR system holds records, leave and payroll data, and a performance and engagement platform such as Teamflect runs reviews, goals, 1:1s and surveys inside Microsoft Teams on top of that data.

The platform sits beside payroll and WPS submission, and the employer stays responsible for statutory compliance either way.

Core HR System vs Performance and Engagement Software

Need Core HR system Performance and engagement layer
Records and leave, plus payroll and document dates Primary operational scope, subject to module selection Not a substitute for payroll or statutory processing
Performance reviews Depth varies; some systems include a structured module Dedicated performance reviews with configured participants and release controls
Goals and follow-up Available in some suites Goal ownership and recurring check-in workflows
Surveys May be included or sold separately Collection and reporting under configured confidentiality settings
Employee data source Master record Supported synchronization from the directory, plus the HRIS on the Professional plan
Hosting and security Confirm region and subprocessors, plus access and terms On the Enterprise plan, Teamflect lets you choose the Azure region where your data is hosted, including the UAE

On the Enterprise plan, Teamflect lets you choose the Azure region where your data is hosted, including the UAE

A core HR product may already cover more of the performance cycle than you expect, since EasyHR's documentation describes KPI-based assessments and approval workflows. Where a real gap remains, a dedicated performance platform can close it without replacing the HR system, and the four checks below show what a full review cycle needs.

  1. Full review cycle: Watch one complete cycle run from start to finish, which shows how participants are assigned and how results are released in a way that a demo of a single form never does.
  2. Manager changes: When a manager changes or an employee transfers, trace what happens in the review tool, because reporting lines decide who writes reviews and who can read them.
  3. Confidentiality: Check who can see written feedback and who can finalize a review, so confidential comments stay with the right people and a closed review cannot be reopened by accident.
  4. Cost versus benefit: Weigh the extra subscription against the time it saves, and decide whether the gap is real enough to justify a new platform or only a better setup of the current one.

Data Residency: Hosting Employee Data in the UAE

Teamflect's Enterprise plan lets customers choose the Microsoft Azure region where their data is hosted. Its Enterprise launch announcement lists the UAE among the available regions, alongside the US, EU, Canada and Singapore. The same plan adds dedicated cloud infrastructure with no shared components between tenants and customer-managed encryption keys. On other plans, ask where your data is hosted before you sign, and get the hosting region written into the contract on any plan.

HRIS integration sits on the Professional plan, at $11 per user per month on annual billing or $14 on monthly billing.

Teamflect is built for companies of 50 or more people that run on Microsoft 365. It is free for up to 10 users, paid plans start at $9 per user per month (or $7 billed annually), and every paid plan has an assigned Customer Success Manager. See the list of HR systems it connects to.

Best HR Software for UAE Businesses by Company Size

The right UAE HR system depends first on headcount: small teams need records, leave and WPS payroll, and larger companies need reporting, Emiratisation tracking and integrations.

A small business with shift workers may need attendance and payroll integration immediately, while a larger office team may already have those processes covered. Read the bands below as prompts for evaluation.

HR Software for UAE Businesses by Company Size

Company size What to prioritize Examples to evaluate Check before buying
1 to 10 people Records and leave, plus document dates and applicable payroll or WPS EasyHR, Bayzat, Zoho People with a suitable payroll arrangement Which product actually produces the payroll file
11 to 50 people Permissions and onboarding, plus payroll and attendance where relevant Bayzat, ZenHR, EasyHR Module costs and applicable Emiratisation obligations
51 to 250 people Reporting and skilled-job classifications, plus integrations and consistent reviews. A performance platform such as Teamflect adds reviews, goals and surveys in Microsoft Teams ZenHR, Bayzat, greytHR, Zoho People, with Teamflect for performance and engagement Payroll ownership and entity scope, plus field coverage and Microsoft 365 workflows
Above 250 people Multi-entity administration and analytics, plus delegated access and support SAP SuccessFactors, Oracle Fusion Cloud HCM, ZenHR, with Teamflect for performance and engagement Implementation burden and local payroll connections, plus total contract cost

Prices and features change often, so confirm every item on the vendor page before you sign. From about 50 people, add a performance layer on top of your HR system instead of waiting for a basic review module.

UAE HR Compliance Checklist: What Your HR Software Should Handle

Your HR system should help you meet UAE rules on wages, gratuity, annual leave, Emiratisation and data protection, but it does not replace legal advice.

Confirm which regime covers each employing entity first. The federal private-sector examples below shouldn't be applied mechanically to government workers, domestic workers or entities under separate frameworks.

UAE HR Compliance Checklist for HR Software

Read each row against official guidance for your own entity, because the examples follow the federal private-sector framework as it stood at the time of writing. The last column lists what a vendor should be able to demonstrate.

Requirement Rule or reference What to demonstrate
WPS Covered establishments pay contracted wages through the applicable system and approved financial channels A bank- or exchange-compatible file and its approval, plus the submission result and rejected-file handling
End of service gratuity Eligible full-time foreign workers: 21 basic-salary days per year for the first five years; 30 days for subsequent years, subject to eligibility and cap Service dates and unpaid absence, plus basic salary and fractions of years in the final settlement
Annual leave 30 days after one year; two days per month after six months and before one year, under the referenced federal framework Eligibility and accrual, plus balances and contract-specific rules
Emiratisation Targets vary by establishment size and selected economic activity Applicable worker population and skilled-job denominator, plus nationality and reporting dates
Work and residence documents Employers should keep residence and work documents valid for each employee. Check the current obligation and renewal rules on the relevant authority’s site before relying on a reminder feature Recorded dates and reminders, plus renewal ownership and the cancellation workflow
Personal data Applicable federal or jurisdiction-specific data-protection framework Access and purpose, retention and rights requests, plus processors and transfer arrangements

WPS: Test the Payment Handoff

MOHRE describes the Wage Protection System as the route for covered establishments to pay wages every month through approved banks, financial institutions and exchange houses. In December 2025, MOHRE launched an upgraded version with the Central Bank, Al Etihad Payments and accredited financial institutions' digital platforms, as reported by WAM.

Payroll software in the UAE that generates a Salary Information File is still useful, but generating the file doesn't show that the bank accepted it or that staff were paid on time. The five checks below cover what to test before you trust a vendor's WPS module, including how the upgrade changes your file or submission steps:

  1. File format: Match the file layout to your actual bank or exchange house, and check whether it now takes submissions through its digital platform in place of an uploaded SIF, since a generic template may not apply.
  2. Data match: Before you export, compare entity identifiers and employee details with the establishment record, along with each pay element, to avoid a data mismatch that sends the file back.
  3. Reconciliation: Reconcile approved payroll against the payment file before submission, and explain any difference while there is still time to correct it.
  4. Records: For every pay period, keep a record of each submission and its acceptance, which lets you show what was sent, what the bank accepted and when each step happened.
  5. Ownership: A named owner for rejected files and deadline alerts keeps a failed submission from waiting in a shared inbox until someone eventually notices that wages were not paid.

Confirm WPS applicability with the relevant authority for each entity, and don't assume every free zone follows an identical process because a vendor calls its software "UAE-compliant."

Gratuity: Use Basic Salary and the Correct Scheme

The government's guidance on end of service gratuity explains the traditional calculation for eligible foreign workers under Article 51, which uses basic salary, excluding allowances, after at least one year of continuous service. Unpaid absence is excluded from service calculations, and eligible fractions of years are proportionate. Test a vendor's built-in gratuity calculator against the inputs below for the traditional scheme.

Traditional scheme input Check
First five service years 21 days of basic salary per eligible year
Service beyond five years 30 days per additional eligible year
Overall cap Total gratuity must not exceed two years’ wage under the applicable rule
Other populations or schemes Separate national pension rules and alternative savings arrangements, as well as other work patterns

The same official page describes a voluntary alternative Savings Scheme. Employers enrolled in it need contribution and pre-enrolment entitlement records, since the traditional formula may not cover the whole employment period. UAE nationals' entitlements fall under pensions and social-security legislation.

Annual Leave and Emiratisation

The official annual leave guidance sets out the federal entitlement above. Test the calculation against actual service dates and contract terms, including leavers, before loading a fixed allowance into every record.

The UAE government's Emiratisation guidance describes a two-percentage-point annual increase for skilled jobs in covered establishments with 50 or more workers, leading to the 10% target by 2026. For covered establishments with 20 to 49 workers in specified economic activities, the requirements included one Emirati by the end of 2024 and a further Emirati by the end of 2025. Because these targets depend on the establishment and its worker population, the five checks below keep the software's counts tied to the right population and show what evidence to keep.

  1. Coverage: Check whether the employing establishment is covered, using its size and economic activity, before you load any Emiratisation target into the system or report a percentage.
  2. Denominator: The skilled-job denominator has to be maintained correctly, because the percentage the software reports must match the population the authority actually measures.
  3. Genuine employment: Track genuine employment and the AED 6,000 minimum monthly wage for Emiratis in the private sector, in force since 1 January 2026, so every figure traces back to a contract and payroll record.
  4. Nationality counts: Each nationality count should tie back to payroll and contract records that an inspector could review.
  5. Target dates: For 2026, companies with 50 or more employees had until 30 June to reach one percent growth, with two percent due by year-end, so confirm current dates and financial consequences with the authority.

Employee Data and Jurisdiction

The UAE data-protection overview describes Federal Decree-Law No. 45 of 2021 and says processing without consent is prohibited except in listed cases, such as public-interest needs or legal procedures and rights. The law's own text lists further exceptions, including employment-related obligations, so the appropriate basis and regime need legal review before you set a consent rule for every HR field.

DIFC and ADGM have separate data-protection frameworks, and their employment regimes need review before you apply federal gratuity or leave rules there. Have counsel map each entity and employee population, then use the five checks below to turn the legal analysis into settings you can test.

  1. Record sensitivity: Separate general records from sensitive information, and decide which fields each role needs so that access follows the job.
  2. Access limits: Payroll and feedback records should be visible only to the few people who need them, with access reviewed whenever managers, teams or legal entities change.
  3. Retention: Document retention and deletion exceptions for each record type, so the system archives or removes data on a schedule you can defend if a regulator asks.
  4. Hosting and transfers: Confirm where data is hosted and backed up and whether it leaves the UAE, then check that the contract lists every processor and the safeguards covering your employees' records.
  5. Document expiry: Record document expiry dates for each permit type, because permit types, authorities and renewal requirements differ between employees.

Ask every vendor to show how it handles each row in a demo, and keep a record of the answers. The same questions apply to a performance platform, because reviews and feedback are also employee data.

HR Software Prices in the UAE (AED)

Most UAE HR software vendors publish no price, so budget by quote, with one local vendor stating that pricing starts from AED 6,000 and can reach AED 24,000 or more.

A useful quote states the employee population, the included modules, the implementation scope and the charges for ongoing support.

HR Software Prices in the UAE (AED, 2026)

Tool Scope to request AED price treatment Evidence status
EasyHR / DelicateSoft HR and payroll with WPS, plus attendance and the deployment model Typically from AED 6,000 for small and medium businesses, up to AED 24,000 or more for larger ones EasyHR page, updated 17 August 2026; billing period not stated
ZenHR Selected HR and UAE payroll scope Obtain a written AED proposal No verified AED rate from a vendor source
Bayzat HR and payroll, plus benefits and service scope Obtain a written AED proposal No verified AED rate from a vendor source
greytHR, SAP SuccessFactors, Oracle HCM Country configuration and selected modules Obtain a written AED proposal Do not infer local pricing from global rates
Teamflect performance layer Selected plan and users, plus integrations and support Confirm billing currency and contract value separately No converted USD amount presented as a vendor AED price

EasyHR's product page gives the range above but names no billing period, so confirm whether it is per year, per month or per company before you budget.

Put These Costs in the Proposal

A headline price seldom covers everything you will pay, so ask each proposal to itemize the points below and compare vendors on the full total.

  • License fee and the headcount it is based on, which tells you whether the price moves when you add staff or entities partway through the contract term and who must approve the change.
  • Implementation work and source-data cleanup, since your own team will spend time correcting records before they're loaded and again after they're checked in the new system.
  • Payroll and WPS support, including who handles a rejected file and how quickly, because monthly filings are where a weak service level shows first and costs the most.
  • Attendance devices and connectors, which add hardware and installation charges on top of the subscription and may need their own support arrangement with a separate vendor.
  • Extra modules, training and service hours, as a low entry price often leaves recruitment, performance or support outside the base plan and billed separately.
  • Hosting and backup fees, plus the cost of exporting your records if you leave, where retrieving data in a usable format can be charged separately from the subscription.
  • Quotes in another currency or without VAT can look cheaper than they are once the first invoice arrives and the exchange rate applies, so confirm both terms in writing.

Add the cost of setup, payroll, WPS support and extra modules, because the headline price rarely covers the whole system. Performance software is priced separately in most cases: see the Teamflect price in section 3.

How to Choose HR Software in the UAE

Choose UAE HR software by testing eight things: WPS and payroll, UAE compliance, fit for your size, integrations, performance tools, data protection, support and total cost.

  1. WPS and payroll: does it produce the salary file for your bank or exchange house, or connect to your payroll?
  2. UAE compliance: can it handle the rows in the checklist above, including gratuity and Emiratisation reports?
  3. Fit for your size: is the price and setup right for your headcount today and in two years?
  4. Integrations: does it connect to Microsoft 365, your accounting tool and your attendance devices?
  5. Performance tools: does it run reviews, goals and surveys inside Microsoft Teams, or do you need a platform such as Teamflect next to it?
  6. Data protection: where is employee data stored, and who can see it?
  7. Support: is support available in UAE hours and in Arabic if you need it, and what does onboarding cost?
  8. Total cost: what do setup, payroll, extra modules and per-employee fees add up to?

The scenarios below double as a demo script for the checks above.

Test scenario Evidence to request
A leaver after seven years with unpaid absence Applicable gratuity calculation and documented inputs
An employee below one year’s service requests leave Correct eligibility and accrual treatment
A payroll file is rejected Correction and resubmission, plus the reconciliation record
A manager transfers between entities Updated reporting and restricted access
An employee’s document expires Reminder owner and action workflow

HR Software UAE FAQs

What is the best HR software in the UAE?

It depends on your size and needs. Small teams often start with a system built for UAE payroll and WPS, such as EasyHR, Bayzat or ZenHR. Larger groups compare these with global systems on reporting and integrations. Test two or three in a demo.

How much does HR software cost in the UAE?

Most vendors quote on request. One UAE vendor states that pricing starts from AED 6,000 and can reach AED 24,000 or more. Add setup, payroll and extra modules to the total.

Does HR software handle WPS?

Many UAE systems produce the salary file for the Wage Protection System. Ask the vendor to show the file for your bank or exchange house in a demo.

Can HR software calculate end of service gratuity?

Many UAE systems calculate gratuity from service dates and wage. Check the rules on u.ae, because workers with one year or more of continuous service are entitled to it and the total has a limit of 2 years of wage.

Can HR software work with Microsoft Teams?

Yes, some tools run inside Microsoft Teams. Teamflect runs performance reviews, goals, 1:1s and surveys in Teams and Outlook and connects to your HR system for employee data.

Do I need performance software if my UAE HR system has a review module?

Not always. A basic review module is enough for a simple yearly review. If you want reminders, goals with check-ins, 1:1s and surveys inside Microsoft Teams, a platform such as Teamflect adds them on top of your HR system and syncs people from it.
